2008年昆明医学院节能减排工作总结
 
   为认真贯彻落实节约能源的基本国策和国家有关开展节能减排行动实施文件精神，2008年我校节能减排工作在上级相关部门的指导下，全校节能减排工作顺利推进并取得初步成效，现把一年来我校节能减排工作总结如下。
一、       完成的主要工作：
(一)精心安排，全面部署我校节能减排工作
为贯彻落实好节能减排工作，学校领导极为重视，成立以主管副校长挂帅的节能减排工作领导小组，下发了《昆明医学院关于开展节能减排行动实施方案》(昆医院发［2008］8号)，明确了我校节能减排工作指导思想和任务，并把此项工作列为学校今后的主要工作之一。
(二)加强节能宣传，营造节能减排的良好环境
通过网络、会议等多种形式宣传节能，发布了《昆明医学院节约用水用电倡议书》、《昆明医学院节能减排行为公约》，在全校范围内倡导和培养广大师生节约一滴水、一度电、一粒粮和一张纸的意识。
(三)把节能及环保意识贯穿到学校各项工作中
根据教学需要适当调整教学内容和教学计划，把劳动卫生与环境卫生、思想道德教育、形势政策教育、素质教育等教学内容有机的结合，鼓励创新形式，精心组织开展各种节能减排教学活动，将节能、节水、节地、节粮、节材等教育内容纳入学校课堂教学，真正落实节能环保进学校、进课堂。现有课程中增设了许多相关课程，如公共指定选修课中的《健康教育》，任意选修课中的《污染环境与肿瘤的化学预防》等大量课程，这些课程选课人数多，学生涵盖面广。在公共场所、食堂、学生宿舍广泛开展了节能减排工作。通过广泛深入的宣传教育，极大提高了广大师生的节能减排意识，促进了我校节能减排工作的开展。

（五）使用高科技节能产品，促进节能减排工作开展
一年来，在学校经费十分紧张的情况下，投入资金购买了500多只节能灯和30多只无极高频节能型路灯，将部分教学楼门厅灯等照明灯进行了更换，把学校内所有路灯更换为节能灯，大大降低了用电量，减少了开支。同时学生公寓管理部引进社会力量在学生公寓各幢宿舍安装了投币式全自动洗衣机，减少了洗衣用水量。
（六）加强队伍建设，做好节能减排工作
一是强化岗位教育,培养了一支懂技术、会管理、有责任心的水电管理队伍，对在节水节电工作中有突出贡献的人进行奖励，对责任心不强的人员调离水电管理岗位；二是将变频供水压力调整到最佳压力状态，从而实现节水、节电的目的；三是做好用水台帐，每日观察全校用水变化，及时发现地下管网漏水情况并立即修复，减少浪费；四是将部分厕所冲水箱由自动冲水改为手动冲水，从而减少用水量；五是加强教室和路灯的管理和巡查，杜绝长明灯，调整路灯开关时间和分时段开启，降低了用电量。
（七）呈贡校区节能工作
由于学校主体明年要搬迁到呈贡校区，因此学校把节能工作的重点放在新校区，目前已投资了400多万元用于中水设备；投资近200万元购置热泵和太阳能节能产品代替锅炉供热；采用一卡通供水供电等方式落实节能减排工作。
在学习、调研的基础上针对学校水电管理中存在的问题，积极探索呈贡校区水电管理的新思路新方法，撰写了《昆明医学院呈贡校区水电定额管理模式的思考》，提出对具备单独计量条件的教学、科研、行政等部门水电用量实行“核定指标、计量管理、超量收费、节约奖励”的管理办法，目的是通过经济手段，把节约水电的责任层层落实到各部门及个人，彻底改变各部门水电用多用少一个样，水电费用全由学校承担的状况。 
通过全体教职员工的共同努力，2008年学校获得昆明市“节水型先进单位”、“节约用水先进单位”光荣称号。
二、存在的问题
  一年来，尽管我校在节能减排方面做了许多工作，取得了明显成效，但还存在以下问题。
  一是全校师生节能意识有待进一步提高。广大师生对节能减排工作的重要性和紧迫性还缺乏足够的认识，参与节能减排的积极性、主动性还不强; 二是资金不足。尽管今年学校投入了一定改造资金，但由于资金缺乏，满足不了进一步节能技术改造的需要。
   我校的节能工作还刚刚开始，节能空间和潜力还很大，我们将在各级政府和主管部门的支持下，以搬迁呈贡为契机，切实加快节约型校园建设，为社会和学校发展作贡献。
